    Understanding Eligible Users for GSA Schedules

    GSA recently revised their GSA Order ADM 4800.2F, Eligibility to Use GSA Sources of Supply and Services. This document provides detailed information regarding those agencies and organizations that have been determined to be eligible to use GSA Schedule contracts.

    In addition to the eligible entities listed in the body of the document, the GSA Order contains the following appendices that identify those specific agencies and organizations for which eligibility determinations have been made:

    • Appendix A-Executive Agencies;

    • Appendix B-Other Eligible Users; and

    • Appendix C-International Organizations and Others Determined Eligible under Section 607 of the Foreign Assistance Act.

    GSA's revision incorporates all of the recent changes in the State and Local Government's access to the GSA Schedules. It also has updated the list of agencies that are authorized. Since it had been many years since GSA last updated the list, it is a good time to review it.

    If an organization does not appear on the list, then they are not eligible to place an order referencing your GSA contract and may not be able to receive the GSA prices you have negotiated for your GSA contract. Violating these rules can lead to problems for a company since granting access to the GSA contract for unauthorized agencies is a violation of the scope of the contract and granting them the GSA prices may violate your price reductions clause. Knowing which agencies that can order from GSA contracts can also expand your market.

    For example, the American Red Cross has been authorized to use the GSA Schedules and they were able to place orders quickly for use in the recent natural disasters. The International Monetary Fund is also authorized as is the World Health Organization and many international development, cooperation and relief organizations. In addition to the regular Federal Agencies, the District of Columbia and the Governments of American Samoa, Guam and the U.S. Virgin Islands are also authorized. Scanning through the eligible users list may help develop an expanded marketing plan for your comapny that goes beyond the ordinary Federal agencies.

    Are you making it easy for eligible users to reach you?
    • Make sure you have a GSA Schedule contract.
      • Keep your Contract up to date with the products or services in demand from the eligible users.
    OR
    • Locate partners now such as Technical Communities who already have many GSA Schedule contracts and will act for you in the market.
      • Make sure they have full access to the products or services that are in demand for your new marketing plan.
