Digital Lightwave and Technical Communities Inc. Sign Exclusive Government Services Partnership

Partnership helps government users, military personnel, and federal contractors save taxpayer money when buying technical equipment

SAN BRUNO, CA and CLEARWATER, FL, APRIL 30, 2007 — Digital Lightwave (OTCBB:DIGL), a leading provider of optical networking test equipment and technology, announced today a new partnership agreement with Technical Communities, the premier one-stop service solution for technical organizations that sell to U.S. government agencies, military organizations, and prime federal contractors. Technical Communities is the owner and operator of GSAMart, TestMart, NAVICPMart and EurekaSpot.

The agreement authorizes Technical Communities to present a catalog of the NIC (Network Information Computer) Platform. The NICs are software-based, modular products that combine a multitude of test functions in a single integrated solution, including OTN, SONET/SDH, NextGen (VCAT, LCAS, GFP), T-carrier/PDH, ATM, Ethernet 10/100/1000M, 1GigE and 10GigE LAN/WAN/FEC, and Jitter/Wander analysis, used for verifying and qualifying the performance of global multi-protocol telecom and datacom networks. The software-based NIC architecture allows technology upgrades, such as adding NextGen features or additional protocols, to be implemented through licensing and software upgrades. NICs are scalable from a single-module, small chassis product, through a NIC Plus chassis featuring up to 52 test interfaces.

“The government and military represent a significant portion of the test and measurement equipment market, “said Tom Newhart, Director of Sales for Digital Lightwave. “With pressure to keep up with growing capacity needs and to efficiently utilize the latest technology to save taxpayer money, governmental buyers face many challenges. Through this partnership, we will integrate Digital Lightwave products into the established relationships and procedures of Technical Communities, making it easier for a customer to locate, evaluate and purchase Digital Lightwave NIC products. The NIC platform has long provided users with the tools needed to implement networks rapidly and effectively. Now the process of purchasing the product will be more streamlined and will enable more personnel to rely on the NIC, the testing platform that makes complex network problems simple.

“Including Digital Lightwave in the Technical Communities offering provides us with the opportunity to offer the federal government an even broader array of high quality technical products,” said Peter Ostrow, President and CEO of Technical Communities. “Our goal is to continue to optimize the GSA buying and selling experience for organizations such as Digital Lightwave.”

Digital Lightwave products are under General Services Administration (GSA) Multiple Award Schedules (MAS) managed by Technical Communities, which will provide content, transaction, marketing, sales support, and reporting services around them. Technical Communities also will provide presentation and order processing though the GSA’s e-commerce web site, www.gsaadvantage.gov, and the company’s own online marketplaces,www.gsamart.comwww.testmart.com and www.navicpmart.com
