Business Executives for National Security (BENS) Reform Report to Congress

Technical Communities CEO assists in the defense acquisition enterprise efforts

SAN BRUNO, CA, AUGUST 11, 2009 —Business Executives for National Security (BENS) released a report recommending to Congress the necessary reforms and legislation to guide successful acquisition outcomes. The BENS Task Force identified four principles that legislation should uphold. The report “Getting to Best: Reforming the Defense Acquisition Enterprise” also offers 25 implementing actions which legislation and oversight are needed to ensure implementation of an agile and efficient acquisition process.

BENS established the Task Force on Defense Acquisition Law and Oversight in 2008 to examine the defense acquisition process from a business perspective and to make recommendations for consideration by Congress and the Department of Defense to improve that process. The Task Force set out challenges in three areas, all key to restoring balance to the system: 1) Requirements: linkages between the requirements determination, budgeting and acquisition processes; 2) Personnel: constraints to acquisition workforce excellence; and 3) Execution: adherence to program execution processes aimed at satisfying the needs of the warfighter.
