Dr. H. Lee Buchanan, Former Assistant Secretary of the Navy, Joins TestMart Board of Directors

SAN BRUNO, Calif. – September 9, 2002
TestMart, a builder and operator of Web-based marketplaces, today announced that Dr. H. Lee Buchanan, former Assistant Secretary of the Navy for research, development and acquisition, has joined its Board of Directors.

“At this critical stage in TestMart’s growth, Dr. Buchanan’s counsel and experience with Federal acquisition procedures and channels will prove invaluable to efforts to better serve customers of the NAVICPmart web site and other related projects,” said Peter M. Ostrow, TestMart CEO.

Reflecting on his decision to join the TestMart Board Of Directors, Dr. Buchanan said, “I am excited about the various initiatives that TestMart is undertaking. NAVICPmart will undoubtedly save the federal government millions of our tax dollars while improving the availability of test and measurement tools to federal employees and contractors.”

As the former assistant secretary of the Navy for research, development, and acquisition during the Clinton administration, Dr. Buchanan was the Department of the Navy’s senior acquisition executive responsible for all research, development, and procurement of defense systems for the Navy and Marine Corps. Prior to his appointment in October 1998, Buchanan served as the deputy director of the Defense Advanced Research Projects Agency (DARPA) within the Department of Defense. In that position, he was responsible for the management of the Agency’s high-payoff innovative research and development projects. Prior to working at DARPA, he served as the applied science division manager at Titan Corporation. Buchanan also was a senior physicist at Lawrence Livermore National Laboratory and served on active duty in the Navy as a naval flight officer. He holds a bachelor’s and master’s degree in electrical engineering from Vanderbilt University and a doctor of philosophy degree in applied physics from the University of California, Berkeley/Davis. Buchanan is a Captain in the U.S. Naval Reserve.
